Transparency in Our DNA: Suriname’s Rules

Transparency in Our DNA: Suriname’s Rules

Today we want to talk about a milestone that fills us with pride. If there is one keyword that defines our internal doctrine at Mandatum, it is transparency. And sometimes, destiny and the law align to prove us right.

On May 1, 2025, the Republic of Suriname hit the "update" button on its legal system. The new Civil Code (Book 2) and the Trade Register Act came into force, establishing extremely strict rules of the game for any organization. For many institutions, this modernization represented an administrative headache. But for us? It was like seeing our own internal policy turned into national law.

A Birth at the Forefront of the Law
When our beloved STICHTING MANDATUM SURINAME was officially born on April 8, 2026, we didn't have to scramble to adapt. We were born ready. The new laws demanded the exact institutional framework that Mandatum desired in order to operate with total clarity.

Don't believe us? Let's look at the hard facts, which prove that our statutes are a perfect reflection of the country's requirements:

  • Pure and Crystal-Clear Altruism: Article 51 of the new Civil Code strictly forbids using a foundation to enrich its founders or directors. That is precisely our philosophy! Our statutes establish a 100% humanitarian, educational, and social purpose in Suriname, safeguarding our mission and excluding any for-profit activities.
  • Clear Accounts Make Long Friends: The law now demands flawless financial management, requiring annual accounts and management reports within six months. Since this is part of our doctrine, our own notarized statutes (Article 6) mandate that our board keep an accurate record of all assets, income, and expenses. To top off our ethical commitment, our directors do not earn a single cent for their work; everything goes directly to our social mission.
  • Nothing to Hide: The new Trade Register Act put an end to ghost foundations by requiring all of them to register publicly. We embraced this scrutiny with open arms: we are proudly registered with the Chamber of Commerce and Industry (KKF) under file number 170293. Anyone can verify our headquarters and who we are.

Conclusion: The Ideal Scenario
The legal reforms in Suriname have set the bar very high, but we were already flying at that altitude. The alignment between the strict new transparency law and Mandatum's vision is no coincidence; it is proof that when an organization is built on solid values, no regulation is ever too big for it.

Let's keep working with open doors and clear accounts, because transparency isn't just a law in Suriname—it is our lifestyle!

Suriname’s new foundation and legal reforms
The New Architecture Manifesto

The New Architecture Manifesto

In the face of the collapse of disposable construction, a radical proposal emerges that prioritizes secular permanence and climate resilience over immediate financial speculation.

The Tyranny of the Ephemeral

In recent decades, global architecture has fallen victim to an invisible pathology: planned obsolescence. We have moved from cathedrals that defied centuries to apartment blocks designed to be amortized in thirty years and demolished in forty. This "drywall architecture" is not only an aesthetic failure but an ecological and social suicide.

The current economic model demands speed and low costs to maximize the Return on Investment () for the next quarter. However, this approach ignores the real cost of maintenance and the carbon footprint of constant demolition. In this context, the New Architecture Manifesto emerges—an intellectual battle cry demanding a return to stone, high-density steel, and structural intelligence.

The Order: A Response in Stone to Chaos

The housing model proposed by The Order is not merely an aesthetic trend; it is a survival strategy. In a world marked by climate instability and mass migratory flows, housing can no longer be a volatile asset. It must be an anchor.

The philosophy of The Order is based on "Thousand-Year Architecture." This involves using low-entropy, high-durability materials that improve over time rather than degrading. This is not nostalgia for the past, but cutting-edge engineering applied to long-term stability. Their structures are designed to withstand extreme weather events that we consider "anomalies" today, but which will be the norm tomorrow.

Climate Resilience and Social Stability

The manifesto argues that the current housing crisis is, in reality, a crisis of rootedness. When buildings are flimsy, communities are fragile. The New Architecture proposes buildings that act as fortresses of civilization: passive thermal regulation systems, massive load-bearing walls, and water self-sufficiency integrated into the foundations.

These constructions are not just physical shelters; they are tools for political stability. A population inhabiting permanent structures develops a sense of ownership and care for their environment that the tenant of a prefabricated concrete box could never feel. Amidst migratory chaos, these "anchor cities" offer an infrastructure capable of integrating and enduring, absorbing demographic shocks without collapsing under the weight of attrition.

The End of the Demolition Cycle

Building for a thousand years requires a paradigm shift in the calculation of Return on Investment. The manifesto proposes that true profitability does not lie in saving on materials today, but in eliminating the need to rebuild tomorrow. The equation is simple yet radical:

If a building lasts ten times longer than a conventional one, its environmental and social cost is drastically reduced, allowing capital to be invested in education, culture, and technology instead of maintenance patches and debris management.

Conclusion: Legacy Over Profit

The New Architecture is a frontal assault on the "throwaway" mentality that has colonized our way of inhabiting the planet. It is a call to architects, engineers, and legislators to stop looking at next month’s spreadsheets and start looking at the maps of the next century. The Manifesto of The Order reminds us that the future is not something to wait for; it is built on foundations that our great-great-grandchildren can inherit.

Leading this ambitious structure is the Honorable Knight Alfred Michael Glenn Williams, a prominent member of the Order of Mandatum and a fundamental pillar for the organization's establishment in Suriname, who assumes the role of Chairman and Sole Director. In his management of the Mandatum organization, his strategic profile as Procurator for Government Liaison stands out as a key element to ensure the foundation's objectives align with public policies and the legal regulations of the Republic of Suriname. His liaison work will be crucial for the viability of the large-scale projects the organization intends to execute.

Action Pillars and Financing

Stichting Mandatum has defined a comprehensive roadmap ranging from improving health infrastructure to technical and academic training. To execute these initiatives, the foundation has a fund of 1.6 billion from UNASdg dedicated exclusively to the development of social impact projects. Currently, the operational status of these resources awaits the Minister of Finance to appoint the person in charge of coordinating the banking systems to proceed with the fund management.

Among its primary objectives are:

  • The development of projects for decent and sustainable housing for vulnerable sectors.
  • The protection of local biodiversity and the sustainable management of natural resources.
  • The management and administration of assets and rights, either as an agent or owner, to finance humanitarian goals.
  • Community strengthening and immediate assistance in emergency situations.

A Future of Social Commitment

The formalization of Stichting Mandatum Suriname represents a decisive step toward the professionalization of humanitarian aid in the region. With the financial backing of the UNASdg and the strategic leadership of the Honorable Knight Alfred Michael Glenn Williams, the foundation is preparing to transform the country's socio-economic landscape. The success of this mission will depend not only on the management of its directors but also on the fluidity of coordination with national financial authorities to turn these resources into tangible realities for the Surinamese people.

Summit of Gratitude: Class of 1990

Summit of Gratitude: Class of 1990

Some milestones are measured in meters above sea level, while others are measured by the profound mark an institution leaves on its students. Recently, a group of alumni from the Class of 1990 of the San Bonifacio Technological Institute—an undisputed leader in Argentine technical education—managed to merge both dimensions in an epic expedition.

At an altitude of over 4,000 meters, where the air is thin but mental clarity sharpens, these graduates did more than simply challenge geography; they sealed a commitment to their personal and academic history.

A Tribute in the Clouds

Upon reaching the summit, the group placed the school’s crest, leaving a permanent testimony of their journey at those heights. However, the most emotional moment occurred when, facing the vastness of the landscape, they recorded a message full of affection and respect for a central figure in their lives: Professor Mario Oscar Tusiani.

As the founder and first Rector of San Bonifacio, Prof. Tusiani is a figure of international prestige, distinguished by Pope John Paul II as a Knight Commander of the Order of Saint Sylvester. This distinction, one of the highest honors granted by the Holy See to laypeople, reflects a life dedicated to education and Christian values.

The Legacy of an Educational Family

The tribute was not only for the Commander. The alumni placed special emphasis on his wife, María Palmira Ciattino. A graduate in Philosophy and Letters and former Director of the school, she has been a fundamental pillar in building the "SanBo" spirit.

"It is a display of affection that transcends decades. Seeing these men—now professionals and fathers—remembering their teachers with such devotion speaks of an education that went far beyond technical textbooks," commented those close to the group.

Strength as a Trademark

Beyond the sentimental, the technical achievement of the expedition is undeniable. Surpassing 4,000 meters requires:

  • Human Integrity: The ability to maintain focus under conditions of exhaustion.
  • Physical Strength: Months of preparation to endure the lack of oxygen and hostile terrain.
  • Courage and Cohesion: The team spirit inherent to San Bonifacio technicians, where no one is left behind.

This ascent thus becomes a perfect metaphor for the education received: a solid foundation, constant effort, and eyes always set on excellence.

An Unbreakable Bond

This gesture unites two generations: the founders, who dreamed of a vanguard school, and the students who, 35 years after graduating, carry the name of their institution and their mentors to the continent’s peaks. The summit was reached, but the true success resides in a gratitude that, like the crest placed on the mountain top, promises to be eternal.

Editor's Note: Knight Commander Prof. Mario Oscar Tusiani is the father of our Supreme Grand Knight.
